I am using Windows 7 Starter from past 4-5 months, but I never noticed its wallpaper, there is no option to change it not even in the Picture Slide Gadget of Sidebar. But Internet makes it possible. I found a application which changes the wallpaper of Windows 7 Starter.
Just Download it and run, choose your wallpaper and log off !

Yes its necessary, and when you log in back you see a changed Desktop wallpaper.

Clicking on apply pops out this window
Logoff your computer
When you login, Say Hurray !!
